On November 29, with the majority of delegates voting in favor, the National Assembly passed the Law on Fire Prevention, Fire Fighting and Rescue. This Law has radically cut and simplified administrative procedures and business conditions for fire prevention and fighting services. 27 administrative procedures have been cut, from 37 current administrative procedures to 10 administrative procedures to facilitate people and businesses. There are 24 contents assigned to the Government to regulate, 7 contents assigned to the Minister of Public Security to regulate, 1 content assigned to the Minister of National Defense to regulate, 1 content assigned to the Ministry of Education and Training, Ministry of Labor – Invalids and Social Affairs to regulate.

For new issues, with frequently changing and unstable practices, this law only provides a framework, is principled and assigned to the Government, Ministries and local authorities to regulate to ensure flexibility in management, consistent with practice.

Basic new points of the Law on Fire Prevention, Fire Fighting and Rescue:

– Supplementing basic conditions to ensure fire safety for residential houses and houses combined with business.

– Supplement more specific and complete regulations on the responsibility of organizations and individuals in ensuring safe conditions when using electricity in managing and inspecting the safe installation and use of electricity at facilities and households.

– Supplementing regulations on rescue in the draft law, specifically, stipulating 1 chapter on the scope of rescue activities of the Fire Prevention and Rescue Force and Search and Rescue Force; rescue organization; rights and responsibilities of the rescue commander; mobilizing forces, means and assets to participate in rescue; developing and practicing rescue plans of the police agency; responsibility for rescue; prioritizing and ensuring priority rights for forces and means participating in rescue.

– Add specific regulations on training, regimes and policies during training and professional development in fire prevention and fighting and search and rescue (current law does not have regulations for rescue activities).

– Supplement specific regulations on regimes and policies for people participating in fire fighting and rescue.

– Supplementing regulations on scientific and technological activities in fire prevention and fighting and search and rescue; preferential policies for organizations and individuals participating in scientific and technological activities; database management system on fire prevention and fighting and search and rescue; fire prevention and fighting inspection.

– Supplementing regulations on transitional handling of construction works put into use without ensuring fire prevention and fighting regulations
