In October 2024, there were 282 fires nationwide, killing 04 people, injuring 08 people, with a preliminary estimate of property value of about 150.7 billion VND and 0.82 hectares of forest; no explosions occurred. The Fire Prevention, Fire Fighting and Rescue Police Force (PCCC and CNCH) of local Public Security dispatched 900 vehicles and 5,462 officers and soldiers to extinguish 239/282 fire and explosion cases. They guided hundreds of trapped people to safety, directly rescued 40 people in the fires, organized the movement of property and rescued more than 3.5 billion VND in the fires; dispatched 241 vehicles and 1,427 officers and soldiers to directly participate in 116 CNCH cases, rescued 108 people, found 70 bodies and handed them over to the authorities for handling.

Nationwide, 282 fires occurred in October 2024

Local forces and people extinguished 43/282 fires and explosions.

Through analysis and assessment, compared to October 2023: the number of fires increased by 44 cases (+ 18.64%; 282/236 cases), damage: deaths decreased by 08 people (-66.67%; 04/12 people), injured people increased by 06 people (+300%; 08/02 people), assets increased by 132.14 billion VND (+711.96%; 150.7/18.56 billion VND); (2) the number of explosions decreased by 02 cases (00/02 cases), damage: deaths decreased by 01 person (00/01); injured people increased by 02 people (00/02).

In urban areas, there were 169 cases (accounting for 59.93%), in rural areas, there were 113 cases (accounting for 40.07%). Fires in residential buildings occurred in 94 cases (accounting for 33.3%); 40 cases of fires in warehouses, production and business establishments (accounting for 14.2%); 38 cases of fires in vehicles (accounting for 13.5%); fires occurring in each type of other establishment accounted for less than 10%.

Of the 188/282 cases (accounting for 67.7%), 148 fires were caused by electrical system and equipment failures (accounting for 78.7%); 26 fires were caused by careless use of fire and heat sources (accounting for 13.8%); other causes each accounted for less than 10%.

Notably, in October 2024, there were 05 major fires, accounting for 1.7% ( 05/282 fires);  03 fires caused serious human damage ( 03/282 fires, accounting for 1.1% ) killing 03 people

In the coming time, the Fire Prevention and Rescue Police force will continue to implement Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting work in the new situation; Directive No. 19/CT-TTg dated June 24, 2024 of the Prime Minister on strengthening fire prevention and fighting work for rented houses and directives of the Ministry of Public Security on fire prevention and fighting work; disseminate laws, knowledge and skills on fire prevention and fighting and rescue to people, focusing on residential areas, households, houses for living combined with production and business. Continue to promote the construction and replication of 02 models of ” Fire Prevention and Fighting Safety Inter-family Group ” and ” Public Fire Fighting Point ” to effectively promote fire prevention and fighting safety work in residential areas. Local police (Hanoi, Ho Chi Minh City and Nam Dinh) continue to maintain and effectively organize the operation of the Community Experience Center on Fire Prevention and Rescue; continue to pilot the construction of the Community Education Center on Fire Prevention and Rescue at the local police: Hai Phong, Da Nang, Can Tho and expand it to other localities; continue to establish special elite Fire Prevention and Rescue Police Teams in centrally-run cities and key provinces. Continue to handle facilities that do not meet fire prevention and rescue requirements and are put into use before the effective date of the Fire Prevention and Rescue Law, and publicly post information on all works that have not been accepted for fire prevention and rescue that have been put into use. Focus on effectively implementing the state management of fire prevention and rescue; organize investigations and handle violations of fire prevention and rescue regulations. Strengthen combat readiness; proactively organize forces and means to effectively fight and rescue fires, explosions, incidents and accidents. Commend and reward collectives and individuals with outstanding achievements in implementing state management of fire prevention and fighting and search and rescue, and organizing fire fighting and search and rescue. Organize reviews, clarify responsibilities and have strict disciplinary actions against collectives and individuals in state management of fire prevention and fighting and search and rescue…
