Decree 50/2024/ND-CP guiding the Law on Fire Prevention and Fighting is available.
Decree 50/2024 amends and supplements a number of contents on design approval for fire prevention and fighting, specifically:
Subjects subject to fire prevention and fighting design approval include:
– Projects and works specified in Appendix V issued with this Decree, when newly constructed or when renovated or changed in nature of use, lead to one of the following cases:
Increase the scale of the number of floors or the area of the fire compartment;
Change the type and location of emergency stairs; reduce the number of emergency exits of floors, fire compartments, and buildings;
Install new or replace fire alarm system;
Install new or replace fire protection systems;
Changing functions increases fire safety requirements for floors, fire compartments and buildings;
– Motor vehicles with special requirements on ensuring fire prevention and fighting safety as prescribed in Section 19 of Appendix V issued with this Decree when newly manufactured or converted affect one of the fire prevention and fighting safety requirements.
Regarding the application for approval of fire prevention and fighting design:
– For technical design or construction drawing design of new construction projects:
Document requesting approval of fire prevention and fighting design of the investor (Form No. PC06); Document on investment policy for construction works according to the provisions of law on investment, public investment, investment under the public-private partnership method or document proving land use rights for the project, works; Construction estimate; technical design documents or construction drawing designs showing the required contents on fire prevention and fighting.
– For technical design or construction drawing design of projects, renovation works, change of usage or adjusted design:
Document requesting approval of fire prevention and fighting design of the investor (Form No. PC06); Construction cost estimate for renovation and change of usage; Technical design documents or construction drawing design showing required contents on fire prevention and fighting.
– For technical design of motor vehicles with special requirements on ensuring fire prevention and fighting safety:
Document requesting approval of fire prevention and fighting design of investor and vehicle owner (Form No. PC06); Estimate of total vehicle investment; Technical design documents showing required contents on fire prevention and fighting.
– Documents and papers in the file must be originals or certified copies or copies or photocopies with the originals attached for comparison by the file receiving officer. Drawings and design descriptions must be certified by the investor or vehicle owner.
Decree 50/2024/ND-CP takes effect from May 15, 2024.
